Agenda Item Summary: The 13-member Career and Technical Education Advisory Committee (CTEAC) met five times during the 2021–2022 school year and received Career and Technical Education (CTE) program updates. Under the guidance of the CTEAC, CTE program strengths align with high-demand local labor market needs. Significant highlights include membership growth; partnership with the Industry Advisory Boards (IABs); approval of the new Perkins V local plan and application; and acceptance of the new Education and Training: Science, Technology, Engineering, and Math (STEM) Pathway as part of the local Carl Perkins plan submitted to the Virginia Department of Education (VDOE).
Background: The CTEAC is pleased to submit the 2021–2022 annual report to the Alexandria City School Board. Due to COVID-19 concerns, the CTEAC met two times in person and three times virtually during the school year. The CTEAC consists of 13 members representing teachers, students, parents, workforce, business, labor union, CTE staff, and a school board liaison. A significant function of the CTEAC was the spending approval of the federal 2021–2022 Perkins funds ($317,193.17) and approval of the 2022–2023 Perkins Budget ($317,193.17) for the expansion and improvement of CTE programs. The CTEAC received updates on mandated state and federal reports about CTE enrollments, demographics, program completers, credential attainment, progress of the Governor’s Health Sciences Academy, STEM Academy, Academy of Finance, AC-Tech, student Work-Based Learning opportunities, and the operations of ACPS IABs. The CTEAC explored networking for fundraising and scholarship ideas for CTE students. To support the business community, the CTEAC continues to advocate for the teaching of workplace-readiness skills in CTE classes.

The CTEAC identified the following CTE program strengths that align with high-demand local labor market needs: diverse course offerings, numerous completer sequences, industry certification testing options available for student credentialing, CTE student organizations, Dual Enrollment opportunities giving students college credits, career pathway development, enhancing teacher professional learning, collaboration with other ACPS departments, and teaching workplace-readiness skills.

Major highlights from the CTEAC for 2021–22 include membership growth to include CTE parents, CTE teachers, CTE administrators/consultants, and community college/labor market stakeholders; partnership with the IABs; approval of the new Perkins V local plan and application; review of the CTE Annual Performance Report for 2020–2021 (the report is always one year behind); and approval of the new Education and Training: STEM Pathway as part of the local Carl Perkins plan submitted to the VDOE.
Recommendation: The Superintendent recommends that the School Board approve the CTEAC Annual Report.
