Based on a passed Board motion, staff have revised the drafts of Policy JC/JCD – Student Placements, JC/JCD-R Student Placements Regulations, and JC/JCD-RD Student Placement Regulations Implementation Schedule. The Board also requested to receive additional information about the staff rationale for recommending phasing out programmatic transfers into the K-8 programs.

Background:

At the July 28, 2022 the Board passed two motions to alter the proposed policy revisions: 1. Adding that ACPS provides “limited” programmatic transfer options 2. Continue the existing programmatic transfer options to the K-8 programs. versions presented on July 28, 2022. Staff noted during the presentation that the phasing out of programmatic transfers into the K-8 programs was designed to address capacity issues at the comprehensive meeting schools, while also growing enrollment at the K-8 schools. Now that the schools are at capacity this temporary provision is no longer necessary. The Board asked staff to provide data that the K-8 programs are at capacity and that prior programmatic transfers into the K-8 programs are causing students who reside in the K-8 program’s attendance zone to be capacity reassigned to a comprehensive middle school. Recommendation:

The Superintendent recommends that the School Board review the updated policies to confirm that the approved motions were correctly incorporated.
