Agenda Item Summary: The National Assessment of Educational Progress (NAEP) is the largest nationally representative and continuing assessment of what students in the United States know and can do in various subjects, such as civics, mathematics, reading, and U.S. history. School districts and states that receive Title I funding are required to participate in these biennial assessments when selected by the USED’s National Center for Education Statistics.
Background: According to USED’s National Center for Education Statistics (NCES), the National Assessment of Educational Progress (NAEP) is the largest nationally representative and continuing assessment of what students in the United States know and can do in various subjects, such as civics, mathematics, reading, and U.S. history. NAEP was first administered in 1969 and administered at the state level beginning in 1990. Unlike state-specific assessments, NAEP is designed to provide a common measure of student performance and progress across the country. Under the Elementary and Secondary Education Act, districts and states that receive Title I funds are required to participate in these biennial assessments.

This year NAEP mathematics and reading assessments are scheduled to be administered to random samples of approximately 50 grade 4 students at Mount Vernon Community School on February 10 and approximately 50 grade 8 students at George Washington Middle School on February 15. Students, teachers, and principals will also be asked to complete survey questionnaires to provide a better understanding of factors that may be related to students’ learning. Each student will be assessed in one subject only and it takes approximately 2 hours for students to complete the assessment.

NAEP will bring all necessary materials, equipment, and assessment specialists to administer the assessment. NAEP representatives will wear necessary personal protective equipment (PPE) and follow all school-specific health protocols.
Recommendation: The Superintendent recommends that the School Board review this brief for an understanding of NAEP and its administration within ACPS.
