The City of Alexandria, Dominion Energy Virginia and ACPS will finalize a right-of-way agreement (“Easement”) for the installation of charging stations totaling one hundred and forty (140) feet in length, at 3540 Wheeler Avenue, Alexandria, VA, (the “Property”). Any construction or changes to school property must be approved by the School Board. |

Background:

ACPS has been selected as one (1) of sixteen (16) school districts accepted into the Dominion Energy, Electric School Bus Pilot Program. Dominion Energy Virginia will pay for an install the necessary charging station(s), for the five (5) electric buses. Alexandria City School Board, dba Alexandria City Public Schools applied for and has been granted the opportunity to participate in the initial phase of a new electric vehicle school bus deployment program sponsored by, and operated in conjunction with, Dominion Energy Virginia, in collaboration with the Virginia Department of Education. Originally, 34 Virginia school divisions applied. Only 16 school districts were accepted, including ACPS. EV school buses will provide significant benefits to ACPS as they operate emission-free, use no fossil fuels, reduce noise levels, and save money in operating and maintenance costs, which are estimated to be $6,125 per bus per year. The Program stipulates the use of Saf-T-Liner C2 Jouley electric Thomas Built School Buses with Sonny Merryman, Inc. as the sole provider. In return, Dominion Energy Virginia is able to utilize the EV school buses as a grid resource by storing additional energy in the bus batteries and drawing upon them, as needed. Dominion’s contributions will result in direct cost savings to the Division. In addition, Section 22.1-125(B) of the Virginia Code expressly provides that school property located within the boundaries of the school division is under the “official care and authority of the school board” even if the property itself is titled in the city. For this reason, both the City of Alexandria and Dominion Energy Virginia agreed that the School Board could grant the Easement. |
