Agenda Item Summary: Property ownership of school sites has been raised in recent conversations. Staff are providing this brief of documented property ownership for the School Board’s information. The same information was shared with the City Council.

Please note that regardless of property ownership, any redevelopment, change in use other than allowed as a by-right use by zoning, sale or purchase of school property must go through either a Development Special Use Permit process or 9.06 Review process with the Planning Commission and City
Council.

Attached is a map showing all school properties (City and School Board owned). This map also includes locations for potential school sites recommended through the City’s Small Area Plans. Please note that these sites are not owned by the School Board.
Background: Ownership of school properties per the Office of Real Estate Assessment may differ from how the ownership of properties are characterized in City financial statements, like the Comprehensive Annual Financial Report (CAFR). The Virginia Code requires that school assets be recorded in the City’s financial statements while the bonds used to pay for these assets are still outstanding. The assets will transfer to the Alexandria School Board’s financial statements when the bonds are repaid. While the assets may be listed under either the ownership of the City or the School Board, nothing in the state code alters the authority or responsibility of the local school board or control of the assets.
Recommendation: The Superintendent recommends that the School Board review the brief and attached map.
