Agenda Item Summary:
Many School Board policies reflect state and federal laws and regulations, some of which have been waived by the relevant government authority during the COVID-19 pandemic and resulting school closure. Such waivers of existing laws and regulations are designed to be limited in duration. Thus, it would be impracticable for the Board to change its current policies quickly enough through regular order to implement the legal and regulatory changes being made to address the novel coronavirus. In consideration of those factors, the Virginia School Boards Association (VSBA) has drafted a model resolution for consideration by all Virginia school divisions. If the Board adopts the attached resolution, relevant School Board policies and/or regulations would be waived only during the period of time that the laws or regulations on which they are based have been waived or amended.
Background:
The Code of Virginia ยง 22.1-253.13:7 and Policy BF require the School Board to maintain and follow up-to-date policies, and that all policies shall be reviewed at least every five years and revised as needed.
Recommendation:
The Superintendent recommends that the School Board review the draft Resolution Regarding Suspension of School Board Policies.
