Agenda Item Summary: On June 7, 2021, representatives of ACPS and the Alexandria Police Department (APD) met for the final quarterly program review as required by the joint ACPS/APD Memorandum of Understanding (MOU). The attached briefing shows the revised data reporting format contemplated to address the need for data-driven performance assessments. This is the last SRO Program review since the City Council voted to remove funding for the program effective July 1, 2021.
Background: Virginia code 22.1-280.2:3 requires School Boards in each school division in which the local law-enforcement agency employs school resource officers (SROs) to enter into a memorandum of understanding (MOU). This MOU between the school division and local law enforcement agency sets forth the powers and duties of school resource officers. In September 2020, ACPS and APD began the process for renewal of the previous MOU last signed in 2018. A joint committee was formed which reviewed the previous MOU, ensured the new MOU complied with recent Virginia law changes, and implemented a vigorous public outreach campaign to solicit public and community feedback through surveys, public hearing, and community meetings. The new MOU went into effect in November 2020 and required that ACPS and APD conduct quarterly reviews to review data and assess the program. Due to the COVID-19 pandemic and school closures from March 13, 2020 until February 2021, SROs and students were not present in school buildings so there is no data to assess for that period of time.
Recommendation: The Superintendent recommends that the School Board review the final School Resource Officer Program quarterly review.
