Agenda Item Summary: The Annual Report provides a summary of SEAC accomplishments over the last year and identifies plan objectives and the key targets achieved during the report year. The focus areas discussed were designed to provide advice regarding intervention and supports for our students, parents, administrators, and faculty so as to achieve effective outcomes for SWD, and the report provides descriptions of the activities and recommendations for School Board consideration.

The 2021-2022 Scope of Work includes numerous goals and objectives. The major purpose of SEAC is to provide an opportunity for parents and other school board appointees to have a voice in the way ACPS provides services to students with disabilities. As a committee, we are aligning our work with the ACPS 2025: Equity for All. Our work encompasses many subcommittees that will focus on tasks, deliverables, and other action items to support the committee at large when advocating for students with disabilities (SWD) within the division.
Background: School Board Policy BFA establishes a Special Education Advisory Committee (SEAC). The committee is charged with providing advice to the Board regarding the provision of Special Education (SPED) services to Students With Disabilities (SWD) served by ACPS. According to state regulations, the functions of the local advisory committee shall be as follows:

Advise the local school division of needs in the education of children with disabilities;
Participate in the development of priorities and strategies for meeting the identified needs of children with disabilities;
Submit periodic reports and recommendations regarding the education of children with disabilities to the division superintendent for transmission to the local school board;
Assist the local school division in interpreting plans to the community for meeting the special needs of children with disabilities for educational services;
Review the policies and procedures for the provision of special education and related services prior to submission to the local school board; and
Participate in the review of the local school division's annual plan.

This document was developed to implement a Scope of Work designed to achieve the committee’s goals.
Recommendation: The Superintendent recommends that the School Board accept the 2021-2022 SEAC End of Year Report and 2021-2022 SEAC Scope of Work.
