Agenda Item Summary:
The Chair recommends the following Board Members for appointment to the Collective Bargaining Committee: ● Meagan Alderton ● Willie Bailey ● Abdel-Rahman Elnoubi ● Michelle Rief ● Ashley Simpson Baird The Collective Bargaining Committee will collaborate with the Superintendent to develop a collective bargaining resolution for consideration by the School Board. There will be an opportunity for the community to provide input prior to the Board’s vote on a collective bargaining resolution.  
Background:
In 2020, the General Assembly amended Virginia Code § 40.1-57.2 to repeal the prohibition against collective bargaining for employees of public bodies, including school board employees, effective May 1, 2021. The legislation granted school boards the authority to recognize exclusive bargaining representatives, to certify/decertify freely chosen exclusive representative(s), and to collectively bargain and enter into collective bargaining agreements with the exclusive representative(s). On December 2, 2021, the Alexandria City School Board adopted a Resolution Concerning Collective Bargaining by Alexandria City Public Schools resolving that the School Board research and collect the information necessary to adopt a collective bargaining resolution consistent with Virginia Code § 40.1-57.2.  
Recommendation
The Chair recommends that the School Board appoint Meagan Alderton, Willie Bailey, Abdel-Rahman Elnoubi, Michelle Rief and Ashley Simpson Baird to the Collective Bargaining Committee.
